Recommended in IETF terms has a specific meaning that is much stronger than the standard English usage.

Opendkim's treatment of minimum key size is appropriate and the default shouldn't be changed.

If you violate a Recommend in an IETF RFC and it causes a problem, the bug is yours (Mail::DKIM's in this case AIUI).
